Summary: The increase energy consumption in world and the lag in energy efficiency measures demonstrate the need to create measures for efficient management. Only in Brazil, it is estimated that electricity consumption will triple by 2050. Energy management becomes increasingly important in the organizational management, providing unnecessary expense reduction and increased efficiency energy consumption, besides providing to users reliability and quality of supply. Although public buildings account only 8.3% of electricity consumption in Brazil, this value is significant and represents a higher consumption than that registered in all the North or Midwest region of the country in 2015. Only in 2015, Federal Universities paid about R $ 430 million in electricity, and a considerable part of this expenditure refers to the use of inefficient equipment and high rates of waste, mainly due to lack of planning and management. The Federal University of Espírito Santo Campus São Mateus, as well as several national public institutions, doesn’t have electric energy management plan despite the increase in the number of students and buildings since its inception. A diagnosis of the profile of electric energy consumption was developed and a proposal for the management of electric energy for the institution was developed. A bibliometric study about the use of ISO 50001 based the formulation of public management policies demonstrating the importance of the multidisciplinary approach in the Energy Management System and the need for the management plan to be made according to the organization characteristics. The results showed the evolution of the energy expenditures in the Campus and revealed a cost in 2016 equivalent to 409% of the one registered in the year of 2011 and a final consumption 2.55 times greater in the same period. From the invoices detailed analysis, they were identified contractual losses that represent about 10% of the total value. There were four projects according to the technical feasibility to reduce costs: elimination of contractions, air conditioning, external lighting and internal lighting. The results showed a better cost-benefit ratio and lower payback in eliminating contractual losses. It was suggested to implement the set of proposed projects with an investment of R$825 thousand, a return of R$4.23 million in 15 years and a payback of 2.18 years. The economy obtained would equivalent to 28.93% of the annual cost of energy, supply, 25.78% of consumption and 43.92 tons of carbon dioxide less in the atmosphere per year. To develop the action plan of the management system, a questionnaire on the perception of consumption was applied to a sample of 309 students, teachers and technicians. It was found an association of environmental comfort with energy consumption, pro-environmental behavior and the lack of extensive knowledge about consumption. Finally, the creation of an Internal Energy Conservation Commission was suggested to articulate the energy management action plans with the interest groups of the university community.
