Summary: This work is an action research carried out in a Corporate University of a Brazilian public company, in order to test the hypothesis that the training, in line with other practices of Strategic Management of Human Resources, has a positive impact on the performance of employees of the organization, making necessary a proposal of a framework that aligns the development of competences to the strategic and operational objectives of the organization. The focus is to demonstrate how the training interferes in the behavior of the employees, generating higher levels of satisfaction and better performance indicators of the company surveyed and answering the question: What should be the framework of a Corporate University in the development and provision of training to align competencies with strategic and operational objectives of the organization? This study has positive implications for public managers in Brazil, as it has a singular look at the characteristics of the Brazilian public service, focusing on Strategic Management of Human Resources and Performance Management. Based on the Theory of Vroom Expectation (1964), an exploratory survey was developed using the Likert Scale in the construction of the questionnaire and quantitative methods such as Chronbach's alpha to measure the degree of confidence of the propositions and regression to measure the degree of significance. After analyzing the collected data, we will use methods and tools such as Business Model Canvas, Current Reality Tree and SWOT with the goal of proposing a model of training processes in a Corporate University and a synthesis that contemplates an improvement of the understanding of theories, their interdependencies, their differences and the applicability of this discussion in a large public organization in Brazil.
