Summary: The Brazilian State seeks to adjust the management model that will help it to
overcome that of bureaucratic administration, since the 1990s, even though late in
relation to developed countries, the federal government seeks to advance in the
consolidation of the managerial model. The path of change in state management is
not simple because it involves the discussion of the model of service provision to the
population, the size of the so-called public machine and the contracting regimes of
state agents. From these definitions it is the responsibility of the manager, the head
of the executive, to formulate, approve in the legislature, promulgate and put into
practice the changes in order to consolidate the intended management project.
However, the alleged evolution in public administration does not always find an echo
in society because it involves the change in the way the state meets the needs of the
population. Another focus of resistance to these transformations is found in the
servers, which motivated by the prejudices, anchored in the organizational culture,
need to be convinced to act positively in the transition in the management model,
minimizing the possible conflicts that will happen. For this it is necessary that the
process of change is planned. This research demonstrated, as from the case study
at the Hospital Universitário Cassiano Antônio Moraes da UFES, how the lack of a
change management plan, based on risk analysis and knowledge of culture, affects
the organizational climate and the intended results potentializing the conflicts existing
in any organization, especially in the public service.
