Summary: Public procurement, in addition to supplying the needs of the institutions that carry them out, also comply with important public policies, thus promoting greater economic and social development foreseen by laws. By making its acquisitions, Ifes - campus of Alegre seeks, in addition to supplying its needs in the best way, to foment the local economy according to the law. Therefore, this work aims to analyze the participation of the small companies of the municipality of Alegre-ES in the acquisitions carried out by Ifes - Campus of Alegre, focusing on the electronic trading floor modality of inputs to the field, which has a greater potential for increasing of participation of companies in the municipality of Alegre-ES, and also propose an action to increase this participation. It is a qualitative and quantitative approach, and the nature of the research is applied under exploratory purposes. Bibliographic, documentary and case study research were adopted. The data were obtained by means of a documentary analysis of the notes of commitment of Ifes - campus of Alegre referring to the period between 2016 and 2018, being possible to carry out analyzes of the acquisitions by modalities of contracting and the area of the contracted items, and of the participation of the companies of the municipality of Alegre-ES, by representative graphs. The results show that it is possible to increase the participation of companies of the municipality of Alegre-ES in the acquisitions of Ifes – campus of Alegre, since 41.28% of the resources invested by this institution between 2016 and 2018 were destined to companies from other municipalities. Particularly in the acquisition of inputs to the field through the electronic trading modality, since, in the same period, 94.55% of investments in this area were for companies from other locations, thus, the main suppliers are from other municipalities and/or states. Therefore, this is the group of items with greater potential for participation of local companies, as the municipality had, at the end of 2018, about forty companies of this field and only two companies participated in the
electronic trading floor sessions during the period surveyed. As an applicable
technical product, it is proposed to carry out a training program focused on electronic trading floor for local companies in the field of input to the field. The training will address the main laws on biddings, the existing benefits for local microenterprises and small businesses in public hiring under the law, and finally it will be carried out a simulation of electronic trading floor, as this is the most used tool in the acquisitions of Ifes - campus of Alegre.
