Summary: The scenery created by the globalization challenges the society,
companies and governments the implementation of changes wants are social, economic and politics. The transformations demand innovative administration models, new instruments and methodologies, glimpsing that the managers and public servants are adapted the transformations in the society globalized. The innovations impelled by the progresses of the technologies are configured in challenges and at the same time, in opportunities for the reform and the democratization of the public administration that it faces the crescents demands, that requires more efficiency of the State and it requests public services with more quality, performance and competence. That reality establishes urgency for dynamic solutions, in the fundamental task, of to map and to
diagnose the gaps in the productive processes, and starting from that identification to make available means and instruments that aid the public administration to innovate their strategies and methods of improvements in the acting of the public servants. In that sense, she comes across the need of the adoption of public guidelines to orientate the formation and technical improvement of the servants based in the best practices suggested by the science, as the administration for competences that it can aid in the construction of a model for learning. In that context, the Problem lives in the existence of great gap number in the competences and acting of the public servants, without great motivations to increase improvements and qualification professional, a lot of times, ruled in the legal stability or because of the orthodox training methods that they don't produce expected results. He gave way the subject appears of making possible the elaboration of a model of learning trails following the description of he Reads Boterf through the implementation of the methodology of decomposition behavior of Cortegoso. The main objective went to evaluate the pertinence of the model of objectives finalistic of teaching of Cortegoso for the construction of learning trails in the context of the Registry offices of the Tribunal study object. In theoretical terms the research was backed in the presuppositions of the Public Administration,
Administration for Competence and Programs of Teaching as subsidies for elaboration of models of Trails of Learning. As for the methods and procedures, the approach qualitative, descriptive was used, with research bibliographical, documental and research-action of exploratory character. The collection of data was executed with observation in loco in organs of Registry offices of the Tribunal object of the study. They were also applied structured questionnaires and tested, the final version composed of (11) subjects, with total of (35) participants distributed for Registry offices of the Tribunal that composes the sample. The collected information were treated through the inclination of the content analysis. The results demonstrated that the learning trails described for he Reads Boterf can be developed by the method of decomposition of Cortegoso, presenting evidences of viability for the competence development and minimization of acting gaps, through learning actions, addressed the praxis of public servants of the Judiciary Power. Starting from the results of the research, as technological product methodology project was elaborated for development of learning trails with focus in competence, based on the method of decomposition behavior of Cortegoso, product that is intended applicable in the extent of the national Judiciary Power.
