Summary: The context of the approach embraces the popular sovereignty in Brazil, that is materialized in the art. 14 of the Federal Constitution of 1988, with the expression that emanates all political power of the society, that it will be exercised by the citizen through the vote universal, direct and secret, that she will make possible to choose him their representatives. Therefore the Brazilian Electoral Justice, has the mission of to organize every electoral process and to guarantee the legitimacy of the elections. That mission becomes defiant due to continental dimension of the country, with superior population to 200 million inhabitants, 26 States and 1 Federal district, 5.570 municipal districts, with several cultural and geographical facets. For such a Specialized Justice to the accomplishment of their institutional missions, it comes, in the vanguard of the Public Administration in Brazil, using technological tools for better installment of the public services, being the electronic urn and the fast counting of the elections in the Brazil icons of that scenery. The research Problem looks for answer to the question: Which the potentials benefits and challenges in the adoption of the service of transfer of electoral home for half digital, considering the juridical possibility of adoption of that new service? As general Objective seeks to demonstrate, that the adoption in new way of installment of the service would have the privilege of generating comfort to the citizen, readiness and accessibility, to add level of legitimacy of the electoral organization and to reduce the public expense. It addresses like this the study with the specific Objectives of analyzing the political Rights, the universal suffrage and the right of voting for in Brazil; to evidence characteristics of the Electoral Justice, legal panorama and fomentation to the technological innovation in the Public Administration; and to present technical product gone back to the process of electoral transfer in Brazil. Theoretical Referential evidences that, at the present time, there is need of progresses. The relationship between the organizations and the citizen is going by great transformation in reason of the technological development and accessibility of the population to the world net of computers and, in the last years, the access for great part of the population to the smartphones is allowing exponential growth of that phenomenon. As for the methodological procedures it consists of method phenomenológy through the documental research and participative, classified as bibliographical revision, descriptive of qualitative and exploratory character, Results; It demonstrates that the current Public Administration in her path, seeks the expansion for application of virtual public services for the materialization of the inherent advantages in the use of methods, mainly that they consider the customers' of the Administration mass. It detaches benefits and difficulties in the adoption of public service of transfer of electoral home, rendered by the Electoral Justice, in a digital way, with use of the internet, it evidences data of the Brazilian electoral body, regarding to services accomplished by the Electoral Justice, as well as, the legal panorama and jurisprudence, with prominence for the budget restrictions imposed by EC no. 95/2016. As technological Product proposes the implementation again format of installment of the service of transfer of electoral home accomplished by the Electoral Justice, that now it demands the voter's physical presence in the Electoral Registry offices, what requests necessary effort to develop the necessary technological solution and to execute the alteration to regulate on the part of the Electoral Superior Tribunal.
