INTERNAL COMMUNICATION IN A STATE-RUN ENTITY: CHALLENGES AND POSSIBILITIES

Summary: Planning in organizations has a fundamental role for them to achieve the objectives for which they are created and internal communication presents itself as a great ally to seek this reality. Strategic planning in the area of internal organizational communication aims to balance the interests of organizations with those of their employees, investing in an integrated and harmonious communication between the two sides, with the objective of jointly exercising the organization's mission and achieving the vision shared by senior management and employees. Based on these premises, the general objective of this work was to study the scenario of internal communication of the Institute of Social Security of the Servants of the State of Espírito Santo - IPAJM, proposing an internal communication plan as a support tool to alleviate or extinguish the weaknesses diagnosed in the Planning Institutional Strategic Plan. In theoretical terms, this dissertation is mainly based on the concepts of organizational communication planning by Kunsch (2003), Torquato (2004), Martinuzzo (2013) and Tavares (2016). Issues such as barriers to effective communication, internal communication tools, organizational culture, contemporary communication and the public sector were also explored. The approach of this work is primarily qualitative, in the form of a case study. The methodology applied in the execution of the research was adapted from Lemos (2016) and composed of five phases. Four steps were taken with the aim of diagnosing the situation of internal communication at IPAJM: detailing the current scenario; analysis of strengths, weaknesses, opportunities and threats; applied research; diagnosis. The last phase was the elaboration of the intervention proposal, through an internal communication plan. The main results found pointed out that the Institution must pay attention to the physical and personnel structuring of the areas dedicated to internal communication, invest in the creation of an internal newspaper, excel in the standardization and availability of institutional documents, prepare procedural manuals, encourage the use of the tool internal chat and invest in the dissemination of top management decisions, in a faster and easier way.
