Summary: As an introduction, the importance and difficulties encountered in public procurement processes are highlighted here, in which it is necessary to insert standardized procedures in bidding processes, so that the procedures are more efficient. Thus, one of its main steps is the price quotation for goods and services to be purchased. This must be carried out cautiously and carefully in order for the event to be successful. The problem now identified is that, despite the existence of norms guiding the process, such as Normative Instruction 05/2014 of the Ministry of Planning, Budget and Management, there is still a need for a practical instrument, such as a manual, that can collaborate with the standardization of procedures for carrying out the price quotation step for goods and services, in order to make the bidding process more agile and reliable to the real interest of the requester. For this reason, this research aimed to analyze the price quotation procedures for goods and services auctioned at the Alegre Unit, at UFES, in order to identify the non-conformities in the processes. The methodological procedures included a case study, with a mixed approach, using systematic probabilistic sampling as a form of data collection, of the purchase of goods and services from the Centers for Agricultural Sciences and Engineering (CCAE) and the Center for Exact Sciences , Natural and Health (CCENS), carried out by the Administrative Coordination of the South of Espírito Santo, from the Federal University of Espírito Santo, in 2018. After data collection, the analysis of price quotations was carried out using a Checklist, containing eight elements considered essential. The theoretical approach covered the following topics: public procurement, phases of bidding procedures, price quotation in public accounts and criteria for price quotation. The analysis pointed out some deficiencies in the price quotations, even though they did not interfere in the success of the analyzed purchasing processes. As a final result, there was a need for standardization of price quotation procedures, in order to contribute to the orientation of applicants and to provide more efficiency and transparency in carrying out the purchasing processes. Thus, as a technical / technological product resulting from this dissertation, a guide of standardized procedures for price quotation was elaborated, which can assist in the purchasing processes carried out at the Alegre Unit of UFES. This dissertation was developed within Line of Research 2 (Technology, innovation and operations in the public sector), inserted in the Structuring Project 3 (Actions and final programs of support to the government), in this case represented by a unit of the Ministry of Education, at its operational tip.
