Summary: The main objective of this dissertation is to indicate the most relevant elements that must be observed during the bidding processes and execution of the rotary parking concession contract, which reflect good practice in the field of. The methodology used was the hypothetical-deductive method and as a research technique the bibliographical research, because it is a question of verifying how the doctrine and public entities approach the subjects discussed here (rotating parking, public tenders and concessions) in comparison with the processes bids launched in the selected period and region as a sample. In this sense, the work was subdivided into three chapters. The first, on a more theoretical level, presents conceptual elements of concessions and private public-private partnerships (PPPs), in addition to analyzing the relevant legislation and reference doctrine and listing the last rotary parking notices issued by municipalities of Grande Vitória and the more populous municipalities of the interior of the Espírito Santo (Cachoeiro de Itapemirim, Colatina e Linhares), in the period from 2014 to 2018. The second chapter provides a critical analysis of the selected bids as a sample, demonstrating the deficiencies in the internal and external phases of the bidding, in the preparation of the contract and in the execution of the concession. The third chapter points out the most relevant elements that must be observed during the bidding processes and execution of the rotary parking concession contract. All chapters are based on the doctrine and jurisprudence of the Audit Courts (from Espírito Santo TCEES and from Union TCU). Finally, this dissertation acts as a manual for the correct bidding and execution of contracts of public parking lots.
