Summary: Introduction: The water prevention and rescue service in the state of Espírito Santo has presented, in its implementation, a series of conflicts arising from the shared management of this service, in which two institutions are interrelated: municipal prefectures and the State Military Fire Brigade of Espírito Santo - CBMES. In practice, these conflicts are reported in the form of discontent, disorder and disorder, negatively impacting the security provided in the resorts of the state of Espírito Santo. On the other hand, the field of conflict resolution has a long and profound tradition reflected in the literature, which in practice has shown that public administration can benefit from conflicts. In this context, this research sought to answer the problem "How to deal with the various conflicts arising from the Shared Management of the Aquatic Prevention and Rescue service". Based on this principle, the objective was: Equating conflicts arising from shared management among institutions involved, directing them in the best way to regulate, manage and coordinate this activity. In this scenario, the specific objectives were: to analyze technical cooperation agreements between institutions; analyze service reports; raise, in the perception of the directly involved employees, which are the focus of conflicts; map the main points of conflict in the co-management process; to seek techniques of equation of the conflicts most applicable to the situations encountered; and propose solutions to improve service delivery. In theoretical terms the study was supported in theories on collaborative negotiation based on interests as elements of conflict resolution. As for the methods and procedures, the research was developed within the qualitative approach, using the following instruments: semi-structured interview, documentary research (analysis of reports, agreement), bibliographic research and observation. The data were treated in a qualitative way, through the respondents' responses and field notes, obtaining the participation of 31 servers in this research, which represents the involvement of 91% of the total population directly involved. The results demonstrated the existence of several conflicts in the execution of the service. Content analysis revealed that 83.87% of respondents presented political interference as a major factor generating conflict, followed by lack of infrastructure and lack of logistic support, lack of knowledge and lack of compliance with the current agreement, interpersonal problems, differences in perception between institutions and differences between neighboring municipalities. From the results, as a technical product, two projects were elaborated, one of them being suggestions of proposed changes under the optics and perception of the directly involved employees of both institutions. The second project was to propose the collective construction of the agreement, including the participation of municipalities in this process, in which they are also an interested party, aiming at the rapprochement between institutions.
