Summary: One of the main problems in the public sector is the preservation of technicaladministrative and organizational knowledge. At the same time, knowledge can be considered as a major asset in an organization and knowledge management and the preparation of manuals have been shown as a good strategy. Regarding this, the objective of this research study has been the preparation of manuals on administrative procedures to help civil servants who deal with operations on records and benefits within the ambit of the Instituto Federal do Espírito Santo - Ifes. The quant-qualitative methodology was used for this type of case study, represented by the Diretoria de Gestão de Pessoas (DRGP) at Ifes. The target-public participants were civil servants working at the Coordenadorias Gerais de Gestão de Pessoas (CGGP) of the campuses at Ifes. It was confirmed that the Instituto Federal do Espírito Santo has a favorable profile for performing knowledge management, as well as implementing procedure manuals related to records and benefits. The majority of the civil servants does not work exclusively on the records and benefits and consider this knowledge as being in a sector on a medium and low level. And also demonstrate ease in handling manuals and have at least a college education making it is easier to understand and achieve greater effectiveness from manuals. Besides that, this type of step-by-step instructional materials including texts and images (system screens) was the favorite among the responders for performing the procedures. Five procedure manuals were prepared as a technical research product related to the most important doubts of the participating civil servants in the study and the most relevant for providing defined and/or standardized instructions
