Summary: The public administration has, among its atypical functions, in the disciplinary
power, the opportunity to guarantee the faithful fulfillment of its precepts. The
administrative-disciplinary process arises from the corrective power and arose
with the objective, among others, of guaranteeing greater efficiency in the
investigation of disciplinary offenses of public servants, avoiding the submission of any and all denunciations involving administrative activity to the Judiciary. However, as it is an investigative procedure and a sanction of administrative penalties from warning to dismissal, the rite of the administrative-disciplinary process must reflect the principles enshrined in the Constitution of the Federative Republic of Brazil of 1988. The adoption of a mandate for members of process commissions of the General Office of the State of Espírito Santo is the object of study to defend the fulfillment of the purposes of the corrective activity in the light of the principle of impersonality. The comparative study of federal and Espírito Santo State legislation, especially the analysis of the Federal Comptroller's Office, regarding the administrative-disciplinary process, in light of the principle
of impersonality, is the objective of the present work in the search for the
improvement of the discipline at the local level and by ensuring respect for the
