Summary: The concept of administrative capacity has different dimensions, covering several areas of study of management science. For this dissertation, the concept adopted involves the ability of Public Higher Education Institutions (IESP) to generate maximum levels of social value. Because of its importance to the administration and the relative scarcity of studies on technical administrative server in the IESPs, this study deals with the human resources dimension, contained in the administrative capacity of the IESPs, focusing on the elements that make up this dimension and its indicators. The objective was to propose a model of evaluation of the administrative capacity that makes it possible to measure the human development of the IESPS, highlighting possible problems, which compromise the principle of efficiency of the public service. The methodology used to meet the objective was divided into three stages: in the first stage a bibliographical survey was carried out, which served as a documentary basis for the following stages; in the second stage, the evaluation models were identified based on the previous survey and the In the third step, following the criteria covered in the theoretical framework, a general model for the application of IESPs was organized. The proposed general model has indicators that together measure the elements that make up the human resources dimension contained in the theory of administrative capacity. The application of the general model allows quantitative data to be provided on the instruments applied to the IESP administrative staff, thus enabling an evaluation of the level of development of the human resources dimension contained in the administrative capacity. The general model is presented based on the translations of the elements and interpretations of the indicators performed only by the author. In order to improve the relationship between the elements and their indicators, a validation of the factors with specialists in the area was done, not related to the research. Therefore, the model offers the academic community a set of non-financial indicators with a delimited approach and related to the specific elements of the dimension surveyed.
