Summary: The requirements for recognition by the Federal University of Espírito Santo - UFES, of stricto sensu postgraduate degrees granted by foreign educational institutions are filled in a continuous flow, at the Ufes Pro-Rectorate for Research and Postgraduate Studies, and later forwarded to the corresponding stricto sensu graduate programs for analysis and issuing of opinions. In this context, the problem of this research was expressed as follows: "What are the obstacles in the process of recognition of degrees analyzed by the stricto sensu postgraduate programs of Ufes in the period from 2014 to 2018?" The study is justified by its social relevance, illustrated by the interest of holders of foreign stricto sensu degrees in validating their studies; for the involvement of the author, a Ufes server; and by the institutional interest in improving the quality of the service provided. The research assumed as a general objective the investigation of the obstacles in the processes of recognition of academic titles analyzed by the postgraduate programs stricto sensu in the period under analysis. It also elected the following specific objectives: a) to map the necessary standards and information that deal with the recognition of postgraduate degrees; b) to analyze all the processes for recognizing the titles of Ufes' stricto sensu postgraduate programs that have rejected any request during the period in question; and c) to propose a technical / technological product with guidance on the recognition of stricto sensu postgraduate degrees at Ufes. The methods used can be classified into two major groups: quantitative and qualitative. The data collection tools that provided the acquisition of information for this study were applied in person, with the scanning of data from 75 processes, referring to 25 postgraduate programs. The documentary research contributed to the achievement of the results and provided the textual corpus for the multidimensional analysis of the reports and opinions processed by the Iramuteq software. The searches for bibliographic material highlighted the lack of secondary sources on the subject, a gap filled by the primary sources collected directly in the files filled in the researched sector. The result highlighted the obstacles to the good provision of the academic titles recognition service at Ufes, such as the absence of reasonableness in the duration of proceedings, non-observance with the rules, omission of information and contradiction in the criteria for analyzing the academic titles. As a result of this research, a technical / technological product (Appendix A) was elaborated within the scope of the Research Line Policy, Planning and Public Governance, configured as Technical Report Per Se: improvement proposals for the post-graduate recognition service stricto sensu obtained abroad, with a flowchart of control of deadlines in the processes with normal processing and delivery to the PRPPG / UFES of the electronic spread sheet with the database raised during this research.
