Summary: Academic interest in the topic of telework has been growing through the last decade. With the Covid-19 pandemic and its mass adoption by workers around the world, the trend is expected to intensify. In the contexto of the Brazilian public sector, execution of tasks remotely using information and communication technologies (ICTs) has occurred for more than a decade in the Federal Public Administration. Each entity or body has adopted a teleworking model that is more appropriate to its reality. The problem is that in the Office of the Comptroller General (CGU), the relationships between subjective and objective vectors, which are preponderant for the adoption of its teleworking program and the resulting effects, are not clearly understood. In other words, both determining factors for the server to adopt teleworking and consequences of this adoption are not clear. Thinking about teleworking in Federal Public Administration gained prominence in the agenda and in the public debate in 2020, in the face of the Covid-19 pandemic. Understanding this relationship is relevant for the public sector to define the opportunity and convenience of adopting teleworking and to decide when and how to join. In addition, the lack of theoretical models and scales adapted to the reality of the public sector makes it difficult to generate insights, to measure the effects of adoption and the lucidity of decisions by public managers. In order to shed light on both the adhesion and the consequences of teleworking in the public sector, we sought to propose elements for the construction of a theoretical model capable of elucidating the relationship between the individual capacity to innovate and the adoption of teleworking, as well as measuring certain consequences of teleworking (satisfaction and performance) from the perception of workers. Based on organizational studies in innovation, it is proposed that the individual capacity to innovate is directly related to adherence to telework. As for the consequences, teleworking was related to individual satisfaction and organizational performance. The individual capacity to innovate, satisfaction and performance were perceived through a questionnaire applied to the employees of CGU. The results of the exploratory research were appreciated with the aid of descriptive statistics, applying the technique of structural equation analysis (CB-SEM). The results suggest a significant relationship between the constructs individual capacity to innovate and experience with telework, as well as between experience with telework and satisfaction and performance. As a result of this research, a technical product of an applied nature was elaborated within the Research Line “Technology, operations and innovation in the public sector”, configured as Technical Report per se: Statistical analysis and considerations about the teleworking program at CGU.
