Summary: Communication is a fundamental aspect in any public organization, whether it is
to convey information, provide clarification, or present results. But often, the
language used in official documents, such as call for entries, is full of technical
and legal terms, featuring complex structure, flowery writing, and a heavy
information load, making it difficult for participants to understand it. In this
scenario, Plain Language has emerged as an important tool for effective
communication with citizens, enabling more inclusive and democratic public
communication. Within this subject, to verify how the Government of Espírito
Santo has been using Plain Language in Inoves Award calls for entries, making
communication more effective with candidates, we sought to answer the
question: how have Plain Language techniques been applied in Inoves Award
calls for entries since the 2018 cycle? This study aimed to analyze the evolution
of Plain Language implementation in Inoves Award calls for entries from 2018 to
2024. For this purpose, a bibliographic and documentary research was
conducted, with data processed through content analysis, to identify the
application of Plain Language principles and guidelines in these documents;
compare changes in structure, language, and visual design of the calls for entries;
and propose improvements that can be implemented in future Inoves Award
notices based on Plain Language. The analyses revealed a progressive adoption
of the principles, aligning with an information inclusion policy. This evolution is
not merely stylistic but reflects a fundamental change in how government
conceives its relationship with citizens. This perspective is particularly relevant in
the context of public administration, where language complexity often acts as a
barrier to effective citizen participation. In the specific context of the Inoves
Award, this can translate into more diverse and representative participation,
aligning with broader objectives of innovation in public management.
