Summary: This research analyzes the turnover of Technical and Administrative in
Education (TAE) staff in Brazilian Federal Educational Institutions (IFE). The main
objective is to investigate the rates of this phenomenon from 2016 to 2025, with a
special focus on voluntary turnover and the sociodemographic factors associated with
evasion. Methodologically, it is a quantitative, descriptive, and comparative study that
used data from official Federal Government databases (PEP and SIAPE) and applied
cluster analysis to identify groups with similar evasion patterns. The results revealed a
structural change in the decade: from 2022 onwards, requested exonerations and
appointments to other non-accumulable positions surpassed retirements, becoming
the main cause of evasion in the Federal Network. The predominant exit profile is
composed of young men (20 to 40 years old) in Intermediate Level positions,
highlighting the early voluntary turnover of the youngest (20 to 30 years old), frequently
before acquiring statutory stability. This scenario proves the "stepping stone" effect,
driven by the size of the institution and geographic isolation. Finally, the study aimed
to provide strategic subsidies for the improvement of retention and people
management policies in public administration.
